Best WhatsApp Business Platform in 2026: What 8 Tools Cost
For 5 agents sending 10,000 utility templates a month to US numbers on 19 Oct 2026, Interakt Growth and Bird are the two lowest-cost inbox platforms with API access: about $82 a month billed annually and $84 a month with no contract. Interakt shows its US rate to three decimals. Gupshup's $44 is a message API with no inbox.
| Tool | Plan priced | Platform fee per month, billed annually | US utility rate per message | Total per month, billed annually | Total per month, billed monthly | Free trial | Hidden costs |
|---|---|---|---|---|---|---|---|
| Interakt | Growth | $41.58 ($499 a year) | $0.004 | About $82 | About $95 | 14 days, no card | $499 due upfront; US rate shown to three decimals; taxes extra |
| Bird | Pay as you go | $0 (free shared inbox) | $0.0084 | $84 | No plan, same total | None stated | Bird's fee on every agent reply; 10 messages a minute without a deposit |
| SleekFlow | Pro | $109 plus $15 number hosting | $0.00391 | $163.10 | $193.10 | 7 days, no card | $20 a month per 100 contacts past 500; $25 a month per seat past 10 |
| WATI | Pro | $119 ($1,428 a year) | $0.0061 | $180 | $210 | 7 days | $39 a month per agent past 5 |
| Respond.io | Growth | $159 ($1,908 a year) | $0.0034 (Meta only) | $193 | $233 | 7 days, no card | $12 a month per 100 contacts past 1,000 |
| Gallabox | Essential | $248 ($2,976 a year) | $0.0039 | $287 | No monthly plan; $370 a month billed quarterly | Free start, no card | $18 a month per agent past 6 |
| Gupshup (message API, no inbox) | Self-serve | $0 | $0.0044 | $44 | No plan, same total | None stated | No inbox; fee also on incoming replies |
| Twilio (message API, no inbox) | Per message | $0 | $0.0084 | $84 | No plan, same total | Free trial, no card | No inbox; $0.001 per failed message |
The scenario is 5 agents sending 10,000 utility templates to US numbers in a month, reaching up to 500 customers, with agent replies left out. The 500 is SleekFlow Pro's contact allowance, the smallest among the plans priced. Each total is the platform fee plus the messages at the rate shown. Rows run from lowest to highest total inside each group: six inbox platforms, then two message APIs with no agent inbox. Prices checked on 19 Oct 2026.
Dupple data: we read 8 vendor pricing pages on 19 Oct 2026, 8 publish a price, and 7 of those 8 add their own per-message fee on top of Meta's rate. On the five subscription platforms, message fees are 14% to about 49% of the monthly total on annual billing.
A cheap subscription can hide expensive messages. Meta bills every delivered message, and since 1 October 2026 it also bills agent replies beyond the first 1,000 a month per number. Seven of the eight platforms below then add their own per-message fee, so the bill has two parts.
What is a WhatsApp business platform?
A WhatsApp business platform connects a company to the WhatsApp Business API, so several agents can answer from one shared inbox. A message API supplies only the connection and leaves the inbox to you. Gupshup and Twilio are message APIs, and the other six picks sell the inbox as well.
What Meta charges in 2026, and who adds to it
Meta charges per delivered message, and only for messages a business sends (Meta's WhatsApp pricing page). Its North America rate card, which covers US numbers and took effect on 1 October 2026, lists utility templates, authentication templates and service messages at $0.0034 each. The scenario therefore pays $34 a month to Meta before any platform adds to it.
Two things changed on that date: service messages, the free-form replies agents send inside the 24-hour window, are now free only for the first 1,000 a month per business phone number, and utility templates sent inside an open window are billed as regular utility messages.
Marketing templates differ here. Meta says WhatsApp does not currently deliver marketing template messages to users with United States phone numbers, so US-facing teams run on utility, authentication and service messages.
Platforms then add their own charge. Bird and Twilio add $0.005 a message and Gupshup $0.001. WATI's USD rate card lists a US utility template at $0.0061, SleekFlow $0.00391, Gallabox $0.0039 and Interakt $0.004, while Respond.io says it adds nothing to Meta's fees.
Methodology: how we priced the scenario
This is a pricing comparison built from vendor pricing pages, rate cards and docs read on 19 Oct 2026, not a test of the software. Every price is in US dollars with its billing basis, and we never convert currencies.
Each platform is priced on the entry plan that offers five or more agent seats plus bulk sending and API access, because agents do not type that volume by hand. That moves SleekFlow to Pro, Respond.io to Growth and Interakt from Starter to Growth, and WATI Growth and Gallabox Basic stop at three users.
Interakt Growth: one of the two lowest inbox bills
Interakt's US pricing page sells four plans. Starter costs $12 a month, $69 a quarter or $239 a year. It is Instagram-only on monthly billing, while quarterly and yearly Starter lets you pick one channel, with unlimited contacts, unlimited agents on owner roles and bulk campaigns, but no public API. Growth costs $55 a month, $149 a quarter or $499 a year, the $41.58 a month in the table. Advanced costs $69 a month, $189 a quarter or $649 a year and adds branching chatbot flows, chat auto-assignment and advanced webhooks.
Growth is where public APIs and a template-send call begin, and Interakt's home page advertises a 14-day trial. Yearly Starter is the cheaper route if you need no API: $239 a year is about $19.92 a month, or about $59.92 with messages at the same rate. The catch is the message line: Interakt's rate table lists a US utility template at $0.004 on Growth, shown to three decimals, so its totals are approximate, and the pricing page names "No Templates Markups" only under Enterprise.
Best for a US team that can prepay a year. The $499 upfront buys the low monthly figure, and paying monthly lifts the total to about $95 a month, above Bird.
Bird: a free shared inbox, billed by the message
Bird's inbox page says the shared inbox is free and you pay for the messages your team sends. Its US WhatsApp page charges $0.005 per outbound message on top of Meta's fee, so a US utility template costs $0.0084 in total. There is no subscription: pay as you go, or fund a monthly balance of $15, $100 or $500 that becomes spendable credit.
The Send API takes 10 messages a minute on pay as you go and 30 at the $15 level, so a 2,000-message burst takes over 3 hours without a deposit. Bird also bills its fee on every outbound message, service replies included, so each agent reply carries it.
Best for teams that want no contract and an exact per-message price. It sits close to Interakt on annual billing and about $11 a month below it on monthly billing.
SleekFlow Pro: priced by active contacts, not by messages
SleekFlow's US page lists Essential at $49 a month billed yearly or $69 billed monthly, with three seats and unlimited contacts but no Broadcast, and a "Book a Demo" button while the plan rolls out by country. Pro costs $109 a month billed yearly or $139 billed monthly for ten seats, 500 active contacts, Broadcast and API access, with a Pro trial that needs no credit card. Premium costs $279 a month billed yearly or $349 billed monthly.
Contacts set the price: Pro rises to $199 a month billed yearly at 2,000 contacts. WhatsApp number hosting adds $15 a month, and SleekFlow's rate card lists a US utility template at $0.00391 from 1 October 2026.
A fit for teams that message few customers many times. A long contact list makes it pricier, and Pro plus hosting is $124 a month before any message.
WATI Pro: five seats, then $39 for each extra agent
WATI's US price list shows Growth at $59 a month billed annually or $69 billed monthly, and the pricing page gives Growth three users with no extra users. Pro costs $119 a month billed annually ($1,428 a year) or $149 billed monthly and includes five users, unlimited broadcasts and 200k API calls a month, with extra users at $39 each a month. Business costs $279 a month billed annually or $349 billed monthly. The same page advertises a free trial.
Messages follow WATI's own rate card, dated 1 October 2026, which lists a US utility template at $0.0061 and a service message at $0.0041, against Meta's $0.0034 for both.
A fit for a team of exactly five that wants automation and API volume in the plan. A sixth agent lifts the platform fee to $158 a month.
Respond.io Growth: Meta's rate with nothing added
Respond.io's pricing page lists Starter at $79 a month billed yearly or $99 billed monthly for five users and unlimited contacts, but Broadcasts and the developer API begin on Growth. Growth costs $159 a month billed yearly or $199 billed monthly for ten users, 1,000 active contacts, Broadcasts, workflow automation and the API. Advanced costs $279 a month billed yearly or $349 billed monthly.
WhatsApp fees sit outside every plan, and Respond.io states it charges nothing on top of Meta's, so messages cost Meta's rate. Extra contacts are billed on demand at $12 per 100 on Growth and $15 on Advanced each month. The trial needs no credit card and excludes broadcasts, the feature this scenario uses.
Best when you want Meta's rate with nothing added. Its message bill is the lowest of the six inbox platforms and its platform fee the second highest.
Gallabox Essential: the highest total, with AI credits in the plan
Gallabox's pricing page toggles between quarterly and yearly billing and shows no month-to-month plan. Basic costs $112 a month billed annually or $150 a month billed quarterly and stops at three users. Essential costs $248 a month billed annually ($2,976 a year) or $331 a month billed quarterly for 6 users, a full API and 2,000 AI credits a month, with extra users at $18 a month. Advanced costs $474 a month billed annually or $632 a month billed quarterly for ten users. You can start free with no credit card.
Messages follow Gallabox's rate card, which lists a US utility template at $0.0039 from 1 October 2026.
Choose it for the AI agent credits, not the price. It has the highest total here, and quarterly billing adds $83 a month to the platform fee.
Gupshup: the lowest total, as a message API with no inbox
Gupshup's self-serve page charges a flat $0.001 per message, on templates and on session messages in both directions, with WhatsApp's own fee billed at actuals. The page lists no seats, no inbox and no platform fee, and states no trial.
Best for developers who already have an inbox and want the lowest total in the table. An agent team that needs a shared inbox should look elsewhere.
Twilio: a developer API with a $0.005 handling fee
Twilio's WhatsApp page prices a handling fee of $0.005 per message, inbound or outbound, plus Meta's template fee passed through. The Messaging Engagement Suite add-on costs $0.015 per message after a monthly free allowance. A free trial needs no credit card.
The price has no seat or inbox line, so agents answer from software you build or buy separately, and every customer reply adds another fee.
Best for teams with developers who want WhatsApp inside their own system. At the same total as Bird, which includes an inbox, Twilio makes sense only if you build the inbox yourself.
Where the bill grows
- Replies. Each agent reply is a Meta service message, free only within the monthly allowance, and Bird, Twilio, Gupshup, WATI and Gallabox add their own fee to replies.
- Seats and contacts. WATI's sixth agent adds $39 a month, Gallabox's seventh $18 and SleekFlow's eleventh $25, while SleekFlow and Respond.io bill extra contacts past the allowance.
- Billing term. Respond.io Growth is $159 a month billed yearly and $199 billed monthly, and Interakt's yearly plan saves $161 against twelve monthly payments.
How to choose
For five agents and US customers on a yearly budget, pick Interakt Growth, and without a contract pick Bird. SleekFlow Pro suits few customers who receive many messages, Respond.io Growth suits teams that want Meta's rate with nothing added, and Gupshup or Twilio suit developers with their own inbox.

FAQ
What is the best WhatsApp business platform in 2026?
For 5 agents sending 10,000 utility templates a month to US numbers, Interakt Growth and Bird are the two lowest-cost inbox platforms with API access, at about $82 and $84 a month, and Interakt shows its US rate to three decimals. Both were checked on vendor pages on 19 Oct 2026.
How much does a WhatsApp business platform cost for 5 agents?
The six inbox platforms run from Interakt Growth and Bird at the low end to $287 a month billed annually for Gallabox Essential, message fees included. The two message APIs start at $44 a month and leave you to supply an inbox.
Does Meta charge on top of the platform fee?
Yes. Meta charges $0.0034 per US utility template and bills service replies after the free monthly allowance. Seven of the eight platforms add their own per-message fee, while Respond.io says it adds nothing.
Is there a free WhatsApp business platform?
Not once messages are counted. Bird's shared inbox has no software charge, and Gupshup and Twilio have no platform fee, but all three bill per message. The others offer trials of 14 days at Interakt and one week at WATI, Respond.io and SleekFlow Pro, plus a free start at Gallabox.
Can I send marketing messages to US customers on WhatsApp?
Meta says it does not currently deliver marketing template messages to WhatsApp users with United States phone numbers, so the totals price utility messages only.
Bottom line
For a five-agent team sending utility templates to US numbers, start with Interakt Growth if you can prepay a year and with Bird if you cannot commit, and keep Gupshup and Twilio for a team that builds its own inbox. Price your own reply volume and contact count first, because they move the total more than the plan name.
