What a Deel alternative has to replace
A Deel alternative employs people where you have no local entity, runs payroll where you already have one, or pays contractors, so a Deel order can end.
Deel sells those as separate products, and the wrong exit replaces only one of them. Employer of record lists at $599 a month per employee, for full legal employment in 130 or more countries. US PEO lists at $125 a month per employee for a US-only team. Contractor management lists at $49 a month per contractor and Contractor of Record at $325, and the ordinary offer is month to month.
Global payroll, for countries where you already have an entity, starts at $29 a month per employee on a tiered model, plus a one-off setup of $1,000 per entity, on Deel's global payroll page. The total still moves with payroll cycles, onboarding, and offboarding. A PEO promotion for order forms signed from July 15, 2026 through December 31, 2026 credits three months of platform fees on a two-year term, and an early exit repays list price for the whole order.
How we chose
Toolradar's payroll category lists 71 tools, updated September 2026, and this page ranks 10 products a company can set next to a Deel order. Each one was on the vendor's site on September 24, 2026, with a printed price or a clear statement that the employer-of-record fee is not listed. Nobody paid for a slot, and the Deel and Multiplier links in this article are affiliate links.

Remote, when the replacement has to own every entity
Remote is the direct swap when the complaint is who employs the person, and it is a poor swap when the complaint is the invoice. Employer of record lists at $699 a month per employee, for hiring without a local entity in 90 or more countries. Remote says it owns all of those entities and does not use a third party to employ the worker.
Global payroll lists at $29 a month per employee, and contractor management uses that same per-contractor rate. Contractor Management Plus is $99, with penalty coverage up to $100,000 per contractor. Contractor of Record starts at $325 a month, and US PEO starts at $99, bills in USD, and requires a US bank account. There is no platform or setup fee for HR management, employer of record, or contractor management. Payroll customers pay an implementation fee and a recurring delivery fee, and neither amount is printed.
The catch: The payroll plan assumes the local entity already exists. Without it, you are on the higher employer-of-record line, and Remote can still collect a reserve in rare high-risk cases.
Move employment here when entity ownership is why you are leaving, and move only payroll here when the entity is already yours.
Multiplier, when the fee is why you are leaving
Multiplier is the published-tier answer when Deel's employer-of-record line is the line you will not renew. Core is $459 per person per month billed annually, or $499 per person per month billed monthly. Growth is $519 annually or $559 monthly, and Enterprise is custom. The pricing page says you can start with one employee and cancel anytime.
Global payroll starts at $20 a month per employee when you already have the entity. Contractor of Record starts at $399 a month per contractor, which is not Pebl's employer-of-record price. The platform supports hiring in 160 or more countries, and the employer-of-record product page says those entities are owned. About 11% of countries use an adjusted price, so some markets reprice. An implementation fee can apply, and the plan card does not print it.
The catch: The annual rate is the comparison-table number, and the monthly rate is what you pay if you want to cancel anytime.
Take Core when the switch is a lower employer-of-record fee and you can live with a country list that is not one flat number.
Oyster, when setup and offboarding should stay in the fee
Oyster is the swap when Deel's extras, not the headline, were the surprise. Employer of record matches Remote's published monthly rate, labeled USD on the page, for compliant employment in 120 or more countries. Annual billing sells seats at a reduced fee the page does not print, and an empty seat can be reused for a backfill.
Oyster charges no extra for setup, onboarding, HR experts, or terminations, so an exit is not a separate bill. It does require a refundable deposit before an employer-of-record engagement starts, and it does not print the deposit amount. Contractors are free for 30 days, then $29 a month per contractor. A startup offer can take up to $1,200 off employer-of-record fees, and Oyster Shell caps aggregate misclassification protection at $500,000.
The catch: The deposit is collected up front, which is the opposite of Remote's rare high-risk reserve, so a team leaving Deel over cash timing should ask for that number before the first hire.
Use Oyster when terminations should stay inside the fee and you can fund the deposit.
RemoFirst, when the published start has to be lower
RemoFirst is the budget line, and it is explicit that the employment is run through in-country partners rather than entities it owns. Employer of record starts at $199 per person per month, may vary by country, and comes with no setup, onboarding, or termination fee, no annual contract, and no minimum headcount. A team that wanted the provider to own the entity is buying the opposite structure.
Contractor management has a free tier for onboarding, identity checks, contracts, and expenses until you pay them. Premium contractors are $25 per person per month for payment processing in 150 or more countries. The employer-of-record pitch is employment in 185 or more countries.
The catch: The partner model is the product, and a country adjustment can move that start before you treat it as the invoice.
Use the starting rate for a first hire in a straightforward country, and get the country breakdown before you treat that figure as the invoice.
Papaya Global, when payments have to move with employment
Papaya Global is the swap when Deel was the employment layer and the payment layer, and finance wants both in one system. Employer of record starts at $499 a month per employee, including the Payments OS features, hiring in 180 or more countries, immigration, contracts, statutory payments, and liability coverage.
Contractor of Record starts at $199 a month per contractor, in 160 or more countries, and Papaya says that plan does not require a deposit. Contractor management, without the of-record layer, starts at $5 a month per contractor. Global payroll is priced separately from employer of record, at the same per-employee rate Remote publishes for payroll, with US payroll support on that plan. A separate pay-only product charges no platform or contractor fee and funds in 15 or more currencies.
The catch: A country quote can still move the pricing-page figure, so do not treat the start as every market.
Move here when payroll files and contractor payouts are part of the bill you are replacing.
Pebl, when a lower rate still has to be quoted
Pebl, formerly Velocity Global, lists a single employer-of-record rate and still sends you to a quote. The pricing page shows $399 a month per employee. The United Arab Emirates country page labels that same rate as USD, and both pages say terms can change.
The fee covers the employment platform, compliance guidance Pebl says is vetted by Baker McKenzie, payroll, onboarding, and support through offboarding. It sits beside the HR and finance systems you already run, and you still request a quote for the country.
The catch: A listed rate with a required quote is not a checkout price, so the country number can move before the first employee starts.
Shortlist Pebl when you want a printed rate under Deel's employer-of-record fee and you will wait for the country quote. Keep your HRIS.
Globalization Partners, when the term matters as much as the fee
Globalization Partners, which sells as G-P, starts employer of record at the same monthly figure Deel publishes. That start is $599 a month per employee, for hiring in 180 or more countries without setting up entities, so this is not a fee cut. There is no minimum contract length, and volume discounts exist but are not printed.
Contractor management starts at $39 a month per contractor, in 190 or more countries, and that fee is skipped in a month you do not pay them. Above 10 paid contractors in a month, G-P says the rate can fall below that start. Employer-of-record pay covers 150 or more currencies, and contractor payouts cover 130 or more. A bundle of several products is a custom quote.
The catch: The start does not undercut Deel, so this is a contract-terms switch until a volume discount is in writing.
Use G-P when you want coverage without a minimum term, and use the contractor plan for milestone pay.
Justworks, when Deel was covering a US team
Justworks is the exit when most people are in the United States and the global platform was overhead. Payroll is $8 a month per employee plus a $50 monthly base, a domestic payroll bill rather than an employer-of-record bill. PEO Basic is $79 a month per employee with no base fee, and PEO Plus is $124 a month per employee with no base fee. International employer of record matches Deel's published employer-of-record fee and is sold on Basic and Plus.
Time tracking uses the same per-employee rate as payroll. International contractors are $39 per paid contractor per month, in more than 60 countries. Justworks says it does not charge an implementation fee, and workers' comp access is required on the PEO plans.
The catch: Payroll and PEO Basic are different invoices at the same headcount, and the international fee does not beat Deel.
Buy payroll or a PEO plan to replace a US Deel deployment. Buy the international add-on only for the few people who still have no local entity. US payroll alternatives that are not a PEO are on Gusto competitors.
Rippling, when the record has to include devices and apps
Rippling will not sell the pay run by itself, which is the point if Deel was only the employment screen and IT still lived elsewhere. Core HRIS starts at $8 a month per employee, and domestic payroll matches that rate on an annual bill, or $10 a month per employee billed monthly. The payroll review, updated June 17, 2026, says those rates are listed and an exact total still needs a quote.
Off-cycle runs are included on Rippling's own network. Extra fees can apply in some employer-of-record countries, and Rippling publishes no employer-of-record list price. It pays people in all 50 states and 185 or more countries, and it reimburses penalties caused by its own tax errors, while only administrators can contact support.
The catch: Two modules are the floor, and global employment, benefits, and device management sit on the quote above the HRIS and payroll rates.
Move here when the employee record should provision the laptop and the app on the same day the person is hired. Stay on a single-fee employer of record if you only needed the contract, and the record-side comparison is HRIS systems.
Gusto, when nobody needs an entity abroad
Gusto replaces US payroll and contractor pay, and the pricing page does not list an employer-of-record plan. Simple is $49/mo plus $6 per person, Plus is $80/mo plus $12 per person, and Premium is $180/mo plus $22 per person. Plans are month to month, and every plan includes unlimited payroll runs, so the upgrade is not an extra pay run.
Simple is one state, so a second state means Plus, which adds multi-state payroll, time tracking, and next-day pay, while Premium adds a dedicated service advisor. Contractor-only shows a $35 list with a limited-time base of $0, plus the same per-person fee as Simple, so the teaser removes the base only. Global contractor payments have no monthly seat fee, and a payment to a US bank account is $5, with foreign exchange on top.
The catch: A person in a country where you have no entity is still an employer-of-record problem, and Gusto's US plans do not close it.
Leave Deel for Simple when everyone is a US employee in one state. Keep an employer of record for anyone who is not, and the wider domestic list is payroll software.

Deel's global payroll uses the same per-employee rate as Remote's payroll plan and then adds that $1,000 setup on each entity. Multiplier's payroll plan at this headcount is $200 before country charges, and Justworks payroll at this headcount is $130. Per-seat and flat pricing is how a base fee hides next to a per-person fee, and pricing transparency is the filter when a finalist will not print the employer-of-record line.
How to choose
Match the Deel product on the invoice. Owned-entity employer of record points to Remote, a lower fee points to Multiplier's annual Core and then Pebl after the quote, and a partner model points to RemoFirst or to Papaya Global when payments move too. An entity you already own points to payroll, not another employer-of-record seat. A US team points to Justworks, Gusto, or Rippling.

Common mistakes
Treating Remote as the cheaper Deel at 10 employer-of-record employees puts the Remote or Oyster fee at $6,990, against $5,990 for Deel, Justworks, or G-P. Remote wins on entity ownership, not on the sticker.
Signing the two-year PEO credit and leaving early means the credited months on Deel's July 15 through December 31, 2026 promotion are repaid at list price, while the ordinary offer does not require that term.
Buying Gusto for a hire you cannot put on US payroll fails because Simple, Plus, and Premium do not publish an employer-of-record plan, so that person still needs a global employer of record.
Reading RemoFirst's starting rate as every country misses that the fee can change with local requirements, and the partner model is a different structure from Remote's owned entities.
Ignoring the deposit because the monthly fee matches Remote mixes up the seat and the cash you send first. Terminations are inside the Oyster fee, and the deposit is not, while Remote's reserve is described as rare.
