10 Best PR Software Tools in 2026
A shared journalist database is the wrong first purchase for a team that already knows its reporters. Short answer: Muck Rack when that database is the job and you will take a quote. The Semrush AI PR Toolkit, formerly Prowly, lists Base at $149/mo when you want the same job with a printed price. Prezly Essential is $120/mo, billed annually, when you already own the contacts.
Dupple data: Toolradar, our software directory, tracks 10 PR and media relations tools (September 2026), on its PR and media relations ranking. Prices below were checked on September 24, 2026, on each vendor's own site. No vendor paid for a place in this order.

|---|---|---|---|

What PR software does
PR software is the system a communications team uses to find journalists, send pitches, publish a newsroom, and track the coverage that follows. A listening dashboard can tell you a story ran, and it still will not give you a current email for the reporter, which is why a database and a newsroom are different invoices. Mention tracking without a contact record belongs on the social listening tools page.
How we chose
Toolradar's PR and media relations category lists 10 tools, updated September 2026, and this page ranks 10 by the job: a shared database, a newsroom, monitoring, a clip report, or a wire. Each pick has a live product and a price or "publishes no list price," read on the vendor's site on September 24, 2026. Nobody paid for a rank.
Muck Rack, when the journalist list is the product
Muck Rack is the quote I would take when the team cannot build the list itself, because the maintained file is the product. The pricing page offers a brand package and an agency package, three plans each, so a brand quote will not cover agency clients. Pricing depends on factors that include the number of users, and no plan prints a dollar. Starter fits a solo buyer, Standard a growing team, and Premier the buyer who wants AI reporting.
Every plan covers search, pitching, monitoring, and measurement, and Premier adds the exclusive AI insights. Print monitoring, broadcast monitoring with TVEyes, and social listening are add-ons. Journalists can use Muck Rack for free, which is not the PR team's database seat.
The catch: A two-person team can lose a month comparing that quote with a printed plan, because there is no number before the call.
Use Muck Rack when list quality is the requirement, and the Semrush toolkit when the database needs a figure you can read the same day.
Semrush AI PR Toolkit, when you want the database on a sticker
Prowly now sells as the Semrush AI PR Toolkit. Semrush's knowledge base lists three monthly prices: Base at $149/mo, Pro at $279/mo, and Business at $499/mo. Base finds AI-cited media and emails a list, Pro adds follow-ups, analytics, and coverage monitoring, and Business adds competitor tracking, share of voice, and multi-brand monitoring. A 7-day trial is free, and during it you cannot send email, view or export contacts, or open email performance stats.
Limits reset on the first of the month, so a launch week cannot borrow from the next one. Database contacts you can add are 250 on Base, 500 on Pro, and 1,000 on Business, and Pro or Business can add 200 for $29/mo. Email sends are 500, 1,250, and 3,500, and 1,000 extra sends are also $29/mo. Mentions are unavailable on Base, 3,000 on Pro, and 50,000 on Business, and 10,000 extra mentions are $19/mo, so coverage is a higher plan or a metered extra. Base includes zero exports, and the export add-on matches Base's monthly figure for 200 contacts. Projects are deleted 90 days after you unsubscribe.
The catch: Monitoring is a Pro line, so the plan that matches PR software for most teams is the $279/mo card, not the entry price.
Buy Base only to build lists, and buy Pro when coverage has to come back into the same account. AI-search visibility as its own category is the AEO and GEO tools decision.
Prezly, when the newsroom matters more than a rented list
Prezly publishes USD offers on its pricing page, next to the euro display. Essential is $120/mo billed annually ($1,440 for the year) or $175/mo month to month, with 1 site, 1 user, and up to 5,000 contacts, a solo newsroom rather than a shared desk. Standard is $300/mo billed annually ($3,600 for the year) or $350/mo month to month, with 1 site, 2 users, up to 10,000 contacts, white-label sites, and sending from your own domain. The trial is 14 days and does not require a card. The page names IKEA, Sony, and Emirates among 500+ PR teams.
Agency Essential is $350/mo billed annually ($4,200 for the year) or $525/mo month to month, with 3 named users, 10 sites, and up to 10,000 contacts. Agency Standard is $525/mo billed annually ($6,300 for the year) or $700/mo month to month, with 5 named users, 20 sites, and up to 20,000 contacts. Enterprise and Agency Custom are quotes, and Enterprise adds single sign-on and a 99% uptime SLA. Contacts arrive by CSV, Excel, or one-by-one creation, and Prezly's own CRM guide says it does not sell a traditional shared media database, so the cap stores people you already know.
The catch: You pay to house relationships you already have. An empty spreadsheet still needs Muck Rack, Cision, Agility, or the Semrush database. A general contact system is CRM software, and the newsroom is closer to a content platform than to a wire.
Start on Essential if one person and one site cover the work. Move to Standard when a second user and your own sending domain are required.
CisionOne, when the database has to be researched in-house
CisionOne bundles live monitoring, reporting, social, media releases, and a journalist CRM. The product page describes a database of 500,000+ validated journalists and outlets. The outreach page puts that at over 500,000 media profiles across 225 countries and territories, and the platform page says monitoring covers 190+ countries and 96 languages, including online, TV, radio, print, podcast, magazine, and social. The pricing request is a form and publishes no list price.
The suite is split into journalist outreach, media monitoring, monitoring plus social, and the full platform, and none of those pages print a dollar. PR Newswire sits beside it as a distribution brand, so ask whether a wire send is inside the quote. Social posting from this login is not a scheduler, which is the social media management decision.
The catch: Outreach alone may be a fraction of the suite, and a team that only needs a newsroom will overbuy if it starts here.
Shortlist CisionOne when you need a researched global list and live broadcast together, and get the modules in writing before you compare the quote with a printed database plan.
Meltwater, when monitoring is the budget, not a seat
Meltwater says it does not use a fixed public price list. Its July 9, 2026 article, in USD for typical US configurations, gives indicative floors: Starter from $10,000/yr, Pro from $25,000/yr, and Enterprise from $130,000/yr. The FAQ on that same article lists Enterprise from $120,000/yr, and both passages say the figures are not quotes. The pricing page says most agreements run at least 12 months.
The quote is built from media monitoring, social intelligence, AI visibility, influencer marketing, and media relations, and media relations sits on every tier. Influencer marketing is Enterprise and Agency, not Starter or Pro. Starter is single-region, Pro is broader reporting, and Enterprise adds API access.
The catch: The tier heading and the FAQ disagree on the Enterprise floor, and neither figure is an invoice. Influencer work is a separate shortlist on the influencer marketing page, not a line you can assume on Pro.
Use the Starter floor only as a planning number for one-region monitoring. Treat several markets, or influencers, as a higher-tier conversation.
Agility PR Solutions, when you want modules and will wait for a quote
Agility sells media relations, monitoring, intelligence, and social listening alone or together. Media relations includes 1.1 million+ media contact and outlet profiles, unlimited searches, list building, email pitching, and a newsroom. Newswire distribution is an add-on on that module, and the separate newswire blurb describes a flat fee plus reach on 300+ international news websites, without printing the fee. The plans page publishes no list price.
Agility says it primarily bills in USD, CAD, or GBP, and that the standard cycle is annual, with other frequencies if you ask. The packages described include an account manager and onboarding. PR CoPilot covers email and release drafts, translation, and contact suggestions. Social listening is its own module, so a database order does not include it.
The catch: Annual billing is the default before you have seen a rate, and the wire is extra. A small team can sign a year for the contact file and still pay again to distribute.
Talk to Agility when you want a large contact file and will unbundle monitoring. Skip it when you need a number this week.
Propel, when the pitch is drafted in the inbox
Propel names Essentials, Pro, and Premium, and prints no dollar. Essentials is 1 user and 10 online and print alerts, Pro is up to 4 users and 25 alerts, and Premium is up to 7 users and 50 alerts. All three list unlimited contacts, unlimited pitches, and Gmail and Outlook. The homepage states 500,000+ journalists, 150,000+ outlets, training on 25 million+ pitches, and 500+ comms teams.
Every column routes to a demo, and the page does not price an 8th user or alerts past 10, 25, or 50, so the next seat is not included.
The catch: Premium stops at 7 users, which means an eight-person desk is already off the published grid.
Use Propel when the work is personalized pitching from the inbox and the team fits those caps. Use Muck Rack or Cision when database pedigree matters more than the draft.
CoverageBook, when the deliverable is a report of clips
CoverageBook prices the report, not the outreach. Bronze is $99/mo for 100 clips a month and up to 5 users. Bronze Plus is $169/mo for 200 clips and 10 users. Silver is $229/mo for 400 clips and 50 users. Silver Plus is $399/mo for 700 clips and 50 users. Gold is $599/mo for 1,200 clips and 100 users. Gold Plus is $899/mo for 2,000 clips and 150 users, and Enterprise is a conversation past that. Prices are in USD, exclude VAT, and can also be billed in GBP.
A clip is one URL, image, or playable file. There is no minimum contract, and a year of Bronze at the monthly rate is $1,188, our multiplication, and you can cancel sooner. Past the cap, you upgrade for the rest of the month and pay the difference. Archive is $15/mo to keep links live. Charities get 30% off, which is $69.30 on Bronze, our multiplication. Annual Silver and Gold can be invoiced, and no separate annual sticker is printed.
The catch: Nothing here finds a journalist or sends a pitch, and the report is not marketing analytics.
Add CoverageBook after a database or a newsroom, at the clip band you actually file. Do not buy Gold to look like you have monitoring.
Brand24, when you need listening and not a media list
Brand24 is listening software with news in the source list, and the pricing page was showing USD. Individual is $249/mo, or $199/mo billed annually, with 3 keywords, 2,000 mentions a month, 1 user, and updates every 12 hours. Team is $349/mo or $299/mo billed annually, with 7 keywords, 10,000 mentions, unlimited users, and hourly updates. Pro is $499/mo or $399/mo billed annually, with 12 keywords and 40,000 mentions, and realtime updates start there. Business is $699/mo or $599/mo billed annually, with 25 keywords and 100,000 mentions, and Enterprise starts at $1,499/mo, billed annually. The trial is 14 days with no card, and a 30-day money-back guarantee excludes custom plans.
The comparison table marks AI Visibility as an add-on on every plan, including Enterprise. Over-cap mentions are not auto-billed, because Brand24 contacts you about an upgrade, and you can cancel at any time. Twelve times the Individual annual rate is $2,388, our multiplication.
The catch: A 12-hour refresh and one user will not cover a launch. This is not a journalist database and not an email marketing send.
Use Individual for one brand name, Team when several people need hourly updates, and Pro when the refresh has to be realtime.
Notified, when the wire and the database share a login
Notified sells GlobeNewswire with more than 1,000 newslines, aimed by geography, industry, and media type, including financial news. Distribution, listening, monitoring, and a media database share one login, and the help center describes pitches from your own email with AI drafts. The distribution page publishes no list price.
There is no self-serve card. A regulatory send is a wire workflow, and a private company that only needs a newsroom should not assume the quote matches a printed site plan.
The catch: The newslines do not tell you what one release costs. Ask for distribution, the database, and the newsroom as separate lines on the quote.
Use Notified when GlobeNewswire is already how you disclose news. Use Prezly when the newsroom is the product and the wire is occasional.
What you will actually pay
These rows turn printed rates into a bill: multiplications are ours, Meltwater floors are not invoices, and quote-only vendors stay off the table.
| Situation | Bill | What it assumes |
|---|---|---|
| Semrush AI PR Toolkit Base, 12 months at the listed monthly price | $1,788 | Knowledge-base monthly price, not a printed annual total |
| Semrush AI PR Toolkit Pro, 12 months at the listed monthly price | $3,348 | The first plan that includes monitoring mentions |
| Semrush AI PR Toolkit Business, 12 months at the listed monthly price | $5,988 | 50,000 monitoring mentions included |
| Prezly Essential, annual prepay | $1,440 | Vendor annual total for Essential |
| Prezly Standard, annual prepay | $3,600 | 2 users and 10,000 contacts |
| Prezly Agency Essential, annual prepay | $4,200 | 3 users and 10 sites |
| Prezly Agency Standard, annual prepay | $6,300 | 5 users and 20 sites |
| Meltwater Starter, indicative floor | $10,000 | One year, not a quote, USD |
| Meltwater Pro, indicative floor | $25,000 | One year, influencer marketing not included |
| CoverageBook Bronze, 12 months at the monthly rate | $1,188 | Cancel any month, so a year is optional |
| CoverageBook Bronze for a charity | $69.30 | 30% off the monthly rate, our multiplication |
| Brand24 Individual, 12 months at the annual rate | $2,388 | 1 user, 3 keywords, 2,000 mentions |
How to choose
An empty reporter file starts with Muck Rack or CisionOne on a quote, or with the Semrush toolkit if the contact caps fit. A file you already own starts on Prezly. Whether a story ran is Meltwater at the enterprise floors, Brand24 on Pro, or CoverageBook for the clips you will show. Agility is the unbundled file, Propel the small inbox team, and Notified the GlobeNewswire send. Quote-only pricing is common enough that a pricing transparency pass belongs in the same week, and a reply is not a lead generation win.
Common mistakes when picking PR software
Buying Semrush Base and expecting coverage. Mentions are unavailable on Base. The first monitored plan is Pro, and twelve months at that listed monthly price is $3,348 before a $19/mo mention add-on.
Paying for Prezly and discovering the database is yours. The Essential annual total is $1,440 for 5,000 contacts you import, and Prezly says that file is not a shared media database.
Budgeting Meltwater Pro and then adding influencers. The Pro floor in the comparison is not a creator plan, and the article puts influencer marketing on Enterprise.
Signing Agility for a year before the wire is priced. Newswire distribution is an add-on, and the plans page still has no dollar for the contact file.
Using CoverageBook as if it were a database. The Bronze plan stores 100 clips and does not pitch, and a cap breach bills the upgrade difference for the rest of the month.
Stopping Brand24 on Individual for a launch. That plan updates every 12 hours, for one user and 2,000 mentions, and realtime starts on Pro.
Assuming Notified's newslines include a cheap send. The distribution page publishes no list price, so the wire, the database, and the newsroom can be three lines.
FAQ
What is the best PR software in 2026?
Muck Rack is the pick when you need a journalist database and will take a quote. The Semrush AI PR Toolkit is the pick when that database has to have a printed price, with Base at $149/mo and monitoring on the $279/mo Pro plan. Prezly is the pick when you already own the contacts and need a newsroom, on Essential billed annually. CisionOne and Meltwater are the quote and indicative-floor picks for a larger suite.
How much does PR software cost in 2026?
Checked on September 24, 2026, printed entry points run from CoverageBook Bronze at $99/mo and Prezly's Essential annual rate to the Semrush Base sticker and Brand24 Individual at $199/mo billed annually. Meltwater's article gives an indicative Pro floor of $25,000/yr, and the Starter floor in the comparison table is a planning number, not an invoice. Muck Rack, CisionOne, Agility, Propel, and Notified publish no list price.
Is there a free PR software tool in 2026?
Not a permanent free seat for a communications team in this set. Prezly and Brand24 each offer a 14-day trial with no card. Semrush's trial is 7 days and blocks sending, contact views, and email stats. Muck Rack's free access is for journalists, not for the team buying the database.
How does Muck Rack compare with the Semrush AI PR Toolkit?
Muck Rack publishes no list price and prices from team factors that include users, with Starter, Standard, and Premier for both brands and agencies. The Semrush toolkit prints three monthly prices, caps new database contacts at 250, 500, and 1,000 a month, and withholds monitoring on the cheapest plan. Pick Muck Rack for the list and a sales process, and pick Semrush when the cap and the sticker are acceptable.
How does Prezly compare with CisionOne?
Prezly Essential is $120/mo billed annually for one user, one site, and 5,000 imported contacts, and Prezly says it does not sell a shared media database. CisionOne describes 500,000+ validated profiles and publishes no list price. Use Prezly for people you already know, and CisionOne when someone else maintains the global list.
Is Meltwater's $10,000 Starter price the real invoice?
No, those Starter, Pro, and Enterprise figures are indicative USD ranges, not quotes, and most contracts run at least 12 months. The tier section starts Enterprise at $130,000/yr and the article's own FAQ starts it at $120,000/yr.
What should a small team buy first?
An empty contact file starts on the Semrush Base plan or a Muck Rack quote. A file you already have starts on Prezly Essential at the annual rate in the comparison table. Add CoverageBook when clips exist, and Brand24 Individual only for a 12-hour mention check. Leave the quote-only suites until that stack costs more than one scoped contract.
Bottom line
Buy Muck Rack or CisionOne on a quote for a maintained list, the Semrush toolkit at a monthly price and Pro before you expect monitoring, Prezly for contacts you own, Meltwater or Brand24 for listening, CoverageBook for clips, and Notified when the release rides GlobeNewswire.
