Best Free Invoicing Software in 2026
Free invoicing software is one of the few genuinely free categories in business software, and there is a reason: the money is in the payment, not the invoice.
Creating a PDF with a total on it costs a vendor nothing. Collecting the payment earns a percentage. So the invoice generator is given away and the card processing is where the margin lives, which means the sticker price on the plan is only part of what you will pay.
That is the single most useful thing to understand before comparing anything below.
A note on prices we refused to publish
Before the tables, something we found while assembling this article.
292 tools in the Toolradar corpus carried an identical set of pricing tiers: free, then $10 a month, then $25 a month. They are not related products. Razorpay, TutorCruncher, Gumlet and Webnode all show it, and none of them actually charges that. It is a seeded default that was never replaced with real data, and it survived even on records stamped with a recent price-check date.
Three of the tools that would otherwise have appeared in this article carry it. We have excluded their prices rather than publishing invented ones, added a check to our own tooling so the pattern is flagged automatically, and cleared the placeholder from the source data so it stops appearing on the tool pages themselves.
We mention it because it is exactly the kind of number that flows into comparison articles unchallenged. A price in a table looks like a fact. This one was a placeholder that had been sitting in a database long enough to look like one.

Paymo's 4.7 across 1,281 reviews is the best combination of score and evidence here, with G2 at 4.6 and Capterra at 4.7 in close agreement.
Payoneer's 3.7 is the outlier and it is a real split, not a small-sample artefact: 3.2 on G2 across 374 reviews against 4.2 on Capterra across 762. Both samples are substantial and they disagree by a full point, which is unusual. Payoneer is also the only product here that is primarily a payments company rather than an invoicing tool, and the complaints in this category tend to be about held funds and account reviews rather than about the software.
Harvest's 4.5 across 1,528 is the largest sample among the actual invoicing tools.

Look at the Payoneer row. 3.2% plus $0.49 per card payment is the only honest way to price that product, and it is also the number that matters most across this entire category, because every tool here charges something similar once a client pays by card.
On a $5,000 invoice, 3.2% is $160. Your $12 monthly plan is not the cost. The processing is.
Zoho Books, the most complete free tier
Zoho Books gives you a genuine accounting product free for businesses under a revenue threshold: invoicing, expenses, bank reconciliation, reports and a client portal.
That is not an invoice generator, it is bookkeeping, and it is the reason this is the strongest free plan in the article for anyone running a real business rather than sending occasional invoices.
Standard is $10 a month, checked 23 August 2026, rising to $30 for Premium. 4.4 across 979 reviews with G2 and Capterra both at 4.4.
The trade is the usual Zoho one: you are entering an ecosystem, and the product is designed to make the other Zoho applications attractive. That is fine if you like them and a slow annoyance if you do not.
Harvest, if you bill by the hour
Harvest is time tracking with invoicing attached, and the ordering matters. You track hours against projects, then turn those hours into an invoice in one step, with the line items already itemised.
For consultants, agencies and anyone billing hourly, this removes the worst part of the month, which is reconstructing what you did.

Paymo, the best-rated
Paymo is project management, time tracking and invoicing in one product, aimed at small creative and professional teams.
Free plan for one user with unlimited projects, Starter at $9.90 a month, checked 16 August 2026, with Small Office at $15.90 and Business at $23.90.
Its 4.7 across 1,281 reviews is the highest score on a real sample in this article. If you were going to buy a project tool and an invoicing tool separately, this is worth an hour of evaluation first.
Bookipi, the simplest
Bookipi has the highest rating here, 4.8 across 257 reviews, split 4.8 on G2 and 4.8 on Capterra, and it does the least.
It creates and sends invoices from a phone or a browser. That is the product. Free tier, Starter at $7.60 a month, checked 22 August 2026, the cheapest paid step in the article.
This is the recurring pattern across every category we cover: the narrowest tool has the highest rating. A product that only makes invoices has very few ways to disappoint someone. Read it as a signal that it works, not that it is the most capable.
Melio, for paying rather than being paid
Melio handles the other direction: paying your suppliers, with bank transfers free and card payments available for a fee.
Its useful trick is paying a vendor by card even when that vendor only accepts bank transfer, which buys you the card's grace period on cash flow, for a fee. Whether that is clever or expensive depends entirely on your situation.

Payoneer and ProcurementExpress
Payoneer is cross-border payments with invoicing attached, and the reason to use it is international: receiving payment from clients in other currencies without the fees a normal bank charges. Free account, 3.2% + $0.49 on card payments, checked 16 August 2026. Read the ratings split described above before committing.
ProcurementExpress is purchase order approval rather than invoicing, free with no listed paid tier, rated 4.7 across 481 reviews. It is in this list because purchase orders and invoices are the same conversation from opposite sides, and small companies frequently discover they needed the first only after the second went wrong.
What free actually costs
Three things, none of them the monthly plan.
Payment processing. Between roughly 1% and 3.5% depending on the tool, the card and the country. This dwarfs every subscription in this article at any meaningful invoice volume, and it is the number to compare when you evaluate. A free plan with 3.2% processing costs more than a $12 plan with 2.5% on $30,000 of annual invoicing.
The client count or invoice cap. Most free tiers limit one or both, and the limit is usually low enough to be a genuine constraint on a growing freelance practice rather than a nuisance.
Getting paid at all. This is the one no software fixes and the one that actually hurts. The average small business waits weeks past terms, and the single most effective intervention is not a better invoice, it is automated reminders that go out without you deciding to send them. Zoho Books, Harvest and Paymo all do this on paid tiers. It is the feature most worth the upgrade, and almost nobody chooses a plan because of it.
Choosing
A real business that needs bookkeeping too: Zoho Books, free, and it is the most product per zero dollars here.
Billing hourly: Harvest, and the time-to-invoice step is the whole reason.
A small team that also needs project management: Paymo, best-rated and cheapest of the combined tools.
Occasional invoices from a phone: Bookipi, free, and stop reading.
International clients: Payoneer, with the ratings split understood.
And whichever you choose, compare the processing percentage before the plan price. On any real invoice volume, that is the entire decision, and it is the number none of these vendors puts in the headline.
