- 4 options compared: Capacity pack, Pay-as-you-go, Pre-purchase plan, Included with Microsoft 365 Copilot
- Capacity pack (best for: Steady usage above about 20,000 credits a month): $200 a pack a month
- Pay-as-you-go (best for: Pilots, spiky traffic, overflow beyond your packs): $0.01 per Copilot Credit
- Pre-purchase plan (best for: Organizations that can forecast a year of usage): Prepaid Copilot Credit Commit Units, up to 20% off
- Included with Microsoft 365 Copilot (best for: Employee-facing agents for staff who already have Copilot): $30 a user a month, paid yearly (the Copilot license)
Short answer: Microsoft Copilot Studio is billed per tenant in Copilot Credits, not per user. A capacity pack costs $200 a month for 25,000 credits, pay-as-you-go costs $0.01 a credit through Azure, and prepaid commit units save up to 20%. Staff with a Microsoft 365 Copilot license ($30 a user a month, paid yearly) build and use internal agents at no credit cost. Verified on Microsoft's pages in October 2026.

The catch with this model: you are not buying seats, you are buying a meter. One agent reply can cost 1 credit or a dozen and more, depending on which features it touches, so the bill depends on how you build the agent, not on how many people use it.
How much does a Copilot Credit cost?
A credit costs $0.008 inside a capacity pack (the pack price divided by 25,000, our arithmetic) and $0.01 on pay-as-you-go. The pack is 20% cheaper per credit, but only if you use it. Pack credits are bought per month, so a pack you only half use costs you $0.016 for each credit you actually consumed.
The break-even is easy to compute: at the pay-as-you-go rate, the meter matches the price of one pack at 20,000 credits a month. Below 20,000 credits a month, pay-as-you-go is cheaper; above it, a pack wins. Many teams end up with both: packs for the base load and the pay-as-you-go meter linked to absorb peaks.
How many credits does one agent conversation use?
Microsoft Learn publishes the rate card. Each interaction can trigger several features at once, and each is charged separately.
| Agent feature | Copilot Credits | Pay-as-you-go cost (our arithmetic) |
|---|---|---|
| Classic answer (a fixed, authored reply) | 1 | $0.01 |
| Generative answer | 2 | $0.02 |
| Agent action (triggers, deep reasoning steps, topic transitions) | 5 | $0.05 |
| Tenant graph grounding, per message | 10 | $0.10 |
| Agent flow actions, per 100 actions | 13 | $0.13 |
| Text and generative AI tools, basic, per 10 responses | 1 | $0.01 |
| Text and generative AI tools, standard, per 10 responses | 15 | $0.15 |
| Text and generative AI tools, premium, per 10 responses | 100 | $1.00 |
| Content processing tools, per page | 8 | $0.08 |
| GenAI voice, per minute | 35 | $0.35 |
Source: Microsoft Learn, Copilot Studio billing rates and management, updated 27 October 2026, read 28 October 2026. Every feature in the table shows "No charge" when the agent is used by a Microsoft 365 Copilot licensed user, under the conditions covered below.
Microsoft's own example shows how quickly features stack: an agent grounded in the tenant graph can use 12 credits for one complex prompt, 10 for grounding and 2 for the generative answer. That single answer costs as much as twelve classic answers.
What does a website support agent cost per month?
Take a customer-service agent on your website. Because it serves the public through an external channel, it needs the standalone Copilot Studio license, and every interaction is billed. Assume each conversation includes two generative answers and one agent action, which comes to 9 credits (4 plus 5).
| Monthly volume | Credits used | Pay-as-you-go | Capacity packs | Cheapest option |
|---|---|---|---|---|
| 1,000 conversations | 9,000 | $90 | 1 pack, $200 (16,000 credits unused) | Pay-as-you-go, $90 |
| 10,000 conversations | 90,000 | $900 | 4 packs, $800 | 3 packs plus 15,000 pay-as-you-go credits, $750 |
| 10,000 conversations with tenant graph grounding on both answers | 290,000 | $2,900 | 12 packs, $2,400 | 11 packs plus 15,000 pay-as-you-go credits, $2,350 |
All figures are our arithmetic on Microsoft's printed rates, October 2026, before any pre-purchase discount.
At 1,000 conversations, a pack wastes most of its value, so pay-as-you-go is the better deal by $110 a month. At 10,000 conversations the order flips, and mixing packs with the meter shaves another $50 off the all-pack bill. The third row shows the real risk: switching on one optional feature more than triples the bill for the same traffic.
Dupple data: in this scenario, each conversation costs $0.09 on pay-as-you-go, and adding tenant graph grounding to both answers raises it to $0.29 (our arithmetic on Microsoft's October 2026 rate card). For context, Toolradar, our software directory, tracks 1,022 AI agent tools as of 28 October 2026, and the median cheapest paid plan among the 319 that publish a price is $29 a month (Toolradar AI agents data).
Is Copilot Studio included with Microsoft 365 Copilot?
Partly. Microsoft's FAQ says Copilot Studio included with Microsoft 365 Copilot lets licensed users build and use internal agents within Microsoft 365, using Copilot Chat and the Standard harness, at no additional cost. The rate card confirms "No charge" for those employee-facing scenarios.
The conditions are narrower than the headline:
- The user must be licensed. Microsoft's sales-agent example bills only the 100 unlicensed users, not the 50 licensed ones. Every unlicensed employee who uses the agent is charged at the normal rate.
- The agent must run with the licensed user's identity. Agent flows count as free only when the "When an agent calls the flow" trigger starts them; other triggers are billed.
- Some features are always billed. Computer-Using Agents are not covered by the Copilot license, and usage is subject to fair-use limits.
- External channels need the standalone license. Publishing to a website, an app or social platforms, or using the GitHub Copilot harness, requires Copilot Studio bought separately.
So the internal version of our support agent, used only by 10 staff who each hold Microsoft 365 Copilot, costs nothing in credits. The licenses themselves cost $300 a month, or $3,600 a year (our arithmetic), and Microsoft 365 Copilot needs a qualifying Microsoft 365 business or enterprise plan underneath.
Pay-as-you-go vs capacity pack: which is cheaper?
Pay-as-you-go is cheaper for any tenant under 20,000 credits a month, and it never wastes money on unused capacity. Its downside is that there is no ceiling unless an admin sets one, and Microsoft Learn suggests asking your admin to set a monthly limit for each agent.
Packs are cheaper per credit and predictable, but they come with an enforcement rule. When a tenant reaches 125% of its prepaid capacity, Microsoft disables custom agents until capacity is added, and users see a message such as "This agent is currently unavailable." Agent flows are blocked as soon as prepaid capacity runs out. Linking a pay-as-you-go meter to the environment avoids that outage, which is why the pre-purchase plan includes automatic pay-as-you-go cover.
Hidden costs to budget for
- Reasoning models are billed twice. A reasoning model adds the premium tools meter on top of the feature rate, at 10 credits per 1,000 tokens, or $0.10 per 1,000 tokens on pay-as-you-go. Instructions, retrieved knowledge and the conversation history all count, except tokens read from the prompt cache.
- Grounding multiplies cost. Tenant graph grounding adds 10 credits to each message that uses it, five times the price of the generative answer itself.
- Unused pack credits. A pack is a monthly purchase, so a pack you only use 9,000 credits of still costs the full pack price.
- Voice is metered by the minute. Classic voice costs 10 credits a minute and premium GenAI voice 75, before the agent's own answers.
- The Copilot license prerequisite. The "no charge" route still means $30 per user per month, paid yearly, for every employee who uses the agent.
Is there a free trial of Copilot Studio?
Yes. Microsoft's Copilot Studio page offers a free trial, or a conversation with a Microsoft sales representative. The same page notes that a new Azure account comes with a $200 credit you can spend on agents or other Azure services, and Azure's pricing page says that credit lasts 30 days. At pay-as-you-go rates, that credit is enough to run a real pilot before you commit to packs.
Copilot Studio vs Microsoft 365 Copilot: what is the difference?
Microsoft 365 Copilot is a per-user assistant inside Word, Excel, Outlook and Teams, sold at $30 a user a month on yearly billing. Copilot Studio is the tool for building agents, billed in credits across the whole tenant. The two meet in the middle: a Copilot license includes agent building for internal use, and the standalone Studio license covers everything that faces customers or unlicensed staff.

FAQ
How much does Microsoft Copilot Studio cost?
A capacity pack costs $200 a month for 25,000 Copilot Credits, pooled across your tenant. Pay-as-you-go costs $0.01 per credit through an Azure subscription, and prepaid commit units save up to 20%. Prices from Microsoft's pages, October 2026.
How much does a Copilot Credit cost?
$0.01 on pay-as-you-go and $0.008 inside a 25,000-credit pack, if you use the whole pack. A generative answer uses 2 credits and an agent action 5.
Is Copilot Studio included with Microsoft 365 Copilot?
Yes, for internal agents. Users with a Microsoft 365 Copilot license can build and use agents inside Microsoft 365 with no credit charge. Agents for websites, apps or unlicensed users need the standalone Copilot Studio license and are billed in credits.
How many credits does an agent conversation use?
It depends on the features. A conversation with two generative answers and one agent action uses 9 credits, about $0.09 on pay-as-you-go. Adding tenant graph grounding to both answers raises it to 29 credits.
What happens if we run out of Copilot Credits?
With prepaid packs only, Microsoft disables custom agents when the tenant reaches 125% of its prepaid capacity, and agent flows stop when capacity runs out. Linking a pay-as-you-go meter keeps agents running and bills the extra credits.
Is there a free trial of Copilot Studio?
Yes. Microsoft offers a Copilot Studio free trial, and a new Azure account includes a $200 credit for 30 days that can pay for agent usage.
Bottom line
Copilot Studio is cheap to start and easy to overspend on. For a pilot or a small agent, stay on pay-as-you-go and set a monthly limit. Once usage settles above roughly 20,000 credits a month, buy packs for the base load and keep the meter linked for peaks. Before launch, price every feature the agent uses, because grounding and reasoning models, not traffic, are what turn a $900 month into a $2,900 one.
