Short answer: Windsurf (now Devin Desktop) has a **Free plan, Pro at $20 a month and Max at $200 a month** for individuals. Teams costs $40 a month per full developer seat with an $80 monthly minimum, and Enterprise is quoted. Paid plans include daily and weekly quotas, and usage past them is billed at API prices. Verified on [Devin's pricing page](https://devin.ai/pricing), October 2026.

If you bookmarked windsurf.com/pricing, it now redirects to devin.ai. Three things changed this year: the product took the Devin name, the old prompt credits became usage quotas in March 2026, and there is no free trial of the paid plans.

## Windsurf plans at a glance

*Windsurf plans at a glance: Windsurf Pricing 2026: What It Costs Now That It Is Devin Desktop. Last updated November 2026.*

| Plan | Price | Who it is for | Usage included | Desktop editor access |
| --- | --- | --- | --- | --- |
| Free | $0 | Anyone trying the editor | Light agent quota, limited models, unlimited Tab and inline edits | Yes |
| Pro | $20/mo | One developer coding with agents most days | Daily and weekly quota, all models, free SWE-2, Devin Cloud agents | Yes |
| Max | $200/mo | One developer who keeps hitting the Pro quota | Much larger weekly quota, no daily cap | Yes |
| Teams, full seat | $40/mo per seat, $80/mo minimum per team | Developers who code with Devin every day | Pro-level daily and weekly quota per seat | Yes |
| Teams, flex seat | $0 per seat | Occasional users on the same team | Draws only on the team's shared on-demand credits | No |
| Enterprise | Custom ("Let's talk") | Larger companies | Custom, with SAML/OIDC SSO and a VPC deployment option | Custom |

Read on [devin.ai/pricing](https://devin.ai/pricing) and Devin's [self-serve billing docs](https://docs.devin.ai/admin/billing/self-serve) on October 28, 2026. Prices are monthly; neither page shows a yearly price.

## How much does Windsurf cost in 2026?

For one person, the choice is between three tiers, and the jump between the two paid ones is about quota, not features. Pro unlocks every model, Devin's own SWE-2 model at no quota cost, and Devin Cloud agents. Max adds what Devin calls "significantly higher quotas" and drops the daily cap, so a heavy user can spend the week's allowance on whichever days the work lands.

**Devin does not publish quota sizes in numbers.** The pricing FAQ says the allowance refreshes daily and weekly and that most users never hit it, and the cost of each message depends on the model, the task size and the reasoning required. That makes the plan price a floor, not a ceiling: past the quota, Pro, Max and Teams users buy extra usage at the API list price of whichever model they use.

On Pro, the yearly bill is $240 before extra usage; Max comes to $2,400 (our arithmetic on 12 monthly payments). The Max upgrade pays off only if a developer would otherwise buy more than $180 a month of extra usage on top of Pro, the gap between the two plans.

## Is Windsurf now Devin?

Yes. Cognition, the company behind the Devin coding agent, sells the Windsurf editor as Devin Desktop, and its docs now use that name throughout. Some parts keep their old names, such as the Cascade agent and the Windsurf Plugins for JetBrains IDEs.

For a buyer this mostly changes where you pay and what one subscription covers. A Pro or Max quota is shared across Devin sessions, the Devin CLI and Devin Desktop, so the editor and the cloud agent draw on the same allowance.

## What happened to Windsurf credits?

They are gone for self-serve plans. [Devin's quota docs](https://docs.devin.ai/desktop/accounts/quota) say the credit-based system was replaced in March 2026 by a daily and weekly budget measured in tokens, where free models do not count against the quota at all.

Existing customers kept their old prices: **Pro subscribers who paid $15 a month are grandfathered at that price indefinitely**, and Teams customers keep $30 per developer seat. Unused add-on credits were converted into extra-usage dollars at the rate paid, $10 for every 250 credits ($0.04 a credit), and can be refunded on request through support.

One change matters to team buyers. Devin's migration notes say new Teams plans no longer include SSO, which is now Enterprise-only; only teams that bought it before keep it.

## How much is Windsurf for a team?

Teams pricing is two numbers at once: $40 per full seat and an $80 floor for the whole account. Below two full seats, the gap up to that floor is charged as prepaid on-demand credits the team can spend; from two full seats up, the bill is the seat count times the seat price.

*How much is Windsurf for a team?: Windsurf Pricing 2026: What It Costs Now That It Is Devin Desktop. Last updated November 2026.*

| Full seats | Monthly total | Of which on-demand credits | Yearly total |
| --- | --- | --- | --- |
| 0 (flex seats only) | $80 | $80 | $960 |
| 1 | $80 | $40 | $960 |
| 2 | $80 | $0 | $960 |
| 3 | $120 | $0 | $1,440 |
| 5 | $200 | $0 | $2,400 |
| 10 | $400 | $0 | $4,800 |

Seat rules from Devin's self-serve billing docs, October 2026. Yearly totals are our arithmetic on monthly billing and exclude any extra usage.

Flex seats are the budget lever. A flex seat costs nothing per month but has no editor access and spends only from the shared credit pool, so it fits a manager reviewing pull requests or a designer asking the odd question. **Give full seats to the people who code in the editor daily** and flex seats to everyone else; Teams allows up to 200 members in total.

Automations and Devin Review on Teams also spend shared on-demand credits rather than seat quota. A team that turns on automatic pull request review for every push should watch the credit balance, because when it runs out, automations stop and review falls back to a plain diff viewer.

**Dupple data:** in the 5-developer scenario below, Windsurf Teams costs $1,260 more a year than Copilot Business and $600 more than Cursor's lowest Teams seat, before extra usage (our arithmetic on prices read on each vendor's page, October 2026).

## Windsurf vs Cursor vs Copilot: what a 5-developer team pays

Here is the scenario that matters to a team lead: five developers, each with a full paid seat, for 12 months on monthly billing.

*Windsurf vs Cursor vs Copilot: what a 5-developer team pays: Windsurf Pricing 2026: What It Costs Now That It Is Devin Desktop. Last updated November 2026.*

| Tool and plan | Per seat a month | 5 seats a month | 5 seats for 12 months | What a seat includes |
| --- | --- | --- | --- | --- |
| GitHub Copilot Business | $19 | $95 | $1,140 | 1,900 AI credits per user, pooled across the org |
| Cursor Teams, lowest seat | $30 | $150 | $1,800 | Usage matching Cursor's Premium tier |
| Windsurf Teams, full seat | $40 | $200 | $2,400 | Pro-level daily and weekly quota, editor access |

Prices read on October 28, 2026 on [GitHub's Copilot billing docs](https://docs.github.com/en/copilot/concepts/billing/organizations-and-enterprises), [Cursor's pricing help page](https://cursor.com/help/account-and-billing/pricing) and Devin's billing docs. Totals are our arithmetic and exclude overage on all three.

The ranking flips once you use flex seats. Three full Windsurf seats plus two flex seats come to $120 a month, below five Cursor seats, as long as the two light users stay within what the team's shared credits cover. On Copilot, inline completions stay unlimited even after the credit pool runs dry, which makes its overage risk the easiest of the three to cap.

Two caveats on the comparison. Cursor is now sold through The X Subscription for new customers, with legacy Cursor plans kept for existing subscribers. And each vendor meters extra usage differently, so the seat price is only half of a heavy team's bill. Our [GitHub Copilot vs Cursor comparison](https://dupple.com/learn/github-copilot-vs-cursor) and [Cursor vs Windsurf head-to-head](https://dupple.com/learn/cursor-vs-windsurf) cover features; this page is the budget view.

## Windsurf vs Cursor price for one developer

For a solo developer, Windsurf Pro sits in the middle of the market. Cursor's cheapest paid plan, Plus, is $8 a month but runs Cursor's own models at fixed settings, without third-party models or cloud agents; Cursor Premium at $30 a month adds those. GitHub Copilot Pro is $10 a month per [GitHub's plans page](https://github.com/features/copilot/plans).

**Toolradar data:** Toolradar tracks 181 AI coding tools as of October 27, 2026, and the median cheapest paid plan is $19/mo across the 59 that publish one, so Windsurf Pro is priced almost exactly at the category median ([Toolradar AI coding data](https://toolradar.com/best/ai-coding)).

For the cheapest options across the whole category, see our [cheapest AI coding assistant](https://dupple.com/learn/cheapest-ai-coding-assistant) breakdown and the [best free AI coding assistants](https://dupple.com/learn/best-free-ai-coding-assistants) list. If your team is weighing a terminal agent instead, [Claude Code pricing](https://dupple.com/learn/claude-code-pricing) runs the same kind of numbers.

## Is Windsurf free?

Yes, with limits. The Free plan includes unlimited Tab completions and inline edits, a light quota for agent work and a limited set of models. When a Free user hits the quota, the only option is to wait for the daily or weekly reset: buying extra usage requires Pro, Max or Teams.

That makes Free a fair test of the editor and its autocomplete, and a poor test of the agent. Someone judging whether Windsurf can refactor a real codebase will hit the cap quickly.

## Does Windsurf have a free trial or student discount?

No free trial. Devin's [plans and usage docs](https://docs.devin.ai/desktop/accounts/usage) state that free trials of paid plans are not offered and that support cannot add one, but you can request a refund before using a new subscription. Devin lists no student discount on its pricing page or in its billing docs.

One cost offset exists for ChatGPT users. People with an eligible ChatGPT Go, Plus or Pro subscription can link it so GPT model usage is billed to their ChatGPT plan instead of their Devin quota.

## Hidden costs to budget for

- **Extra usage at API prices.** Past the quota, every request is billed at the model's list price per token, and priority or fast model variants cost more.
- **The Teams floor.** A team of one pays the full minimum, half of it as prepaid credits, so a solo buyer is better off on Pro.
- **Shared credits for automations.** Devin Review and Automations on Teams draw from the shared pool, not seat quota.
- **No SSO below Enterprise.** New Teams plans cannot buy SSO, so a company that requires it is pushed to a custom contract.
- **No yearly discount shown.** The pricing page lists monthly prices only, so the yearly cost is 12 monthly payments.

## How we checked these prices

Every price and rule on this page was read on [devin.ai/pricing](https://devin.ai/pricing), [Devin's self-serve billing docs](https://docs.devin.ai/admin/billing/self-serve), [quota docs](https://docs.devin.ai/desktop/accounts/quota) and [plans and usage docs](https://docs.devin.ai/desktop/accounts/usage) on October 28, 2026. Competitor seats come from Cursor's pricing help page and GitHub's Copilot plans page and billing docs, read the same day. Team and yearly totals are our arithmetic on printed monthly prices. We re-check this page every 60 days.

## FAQ

**How much does Windsurf cost per month?**

Windsurf, now sold as Devin Desktop, is free on the Free plan, $20 a month on Pro and $200 a month on Max. Teams costs $40 a month per full seat with an $80 monthly minimum, and Enterprise is priced on request.

**Is Windsurf Pro still $15 a month?**

Only for people who subscribed before March 2026. Devin grandfathered existing Pro subscribers at $15 a month indefinitely; new Pro subscriptions pay the current list price.

**What is the difference between Windsurf Pro and Max?**

Both are single-user plans with the same features. Max has a much larger weekly quota and no daily cap, for 10 times the price, so it suits developers who would otherwise buy a lot of extra usage on Pro.

**Can several people share one Windsurf Pro plan?**

No. Pro and Max are individual plans that cannot add members. A shared subscription needs Teams, where each regular user takes a paid full seat and occasional users can take free flex seats.

**What happens when I run out of Windsurf quota?**

On Free you wait for the daily or weekly reset. On Pro, Max and Teams you can buy extra usage, billed at the API list price of the model you use, and purchased on-demand credits roll over and never expire.

**Does Windsurf offer annual billing?**

Devin's pricing page shows monthly prices only, with no yearly toggle or discount. Devin's migration notes mention annual Pro and Teams plans sold before March 2026, but the current pricing page offers none.
